For years, 46 government entities flout the law and fail to publish data

Several government websites including those of the prime minister's office, the home ministry and the president's office are hacked.

Partial reporting would actually create only a mirage of transparency, missing the opportunity of achieving the full potential of the information which is made available to the public.
